The order is set in groups to -40/-30/-20/-10 - the groups are rendered in ascending order. Any omitted element is rendered after the given groups with a default order of 0. While items are rendered in ascending order, this does not change their actual order in the html, so arrow key navigation through the menu becomes wierd.
